The allowance is separate from dollar balance, has no cash value, and is not transferable. Credits are non-cash, non-transferable, and expire on account closure. Telegram Stars top-ups are final except where applicable law or Telegram payment rules require otherwise. Rate limits, daily caps, and provider availability apply."}
